You can try to hook in these function in the softdevice plugin by 
calling the appropriate libavcodec/libavformat functions before 
rendering the YUV surface. Should not be too hard, a clean solution 
would even make this configurable via menu, in the optimum case you 
could also define different 'smoothing profiles' or 'quality profiles' 
that are choosen depending on the current stream bitrate or the service 
provider...
