Not really. I have a similar functionality in my vdr-xine plugin, as xine 
needs a little stream (two video frames + 1/25 seconds silence) to be able to 
show the OSD.

In my case, I send the little stream when SetPlayMode() is called with 
PlayMode == pmNone.

Maybe it helps you, to put sending your background image in 
cDvbDevice::SetPlayMode(), just before

	switch (PlayMode) {

for any Playmode   e x c e p t   pmNone.
