Read again. The only thing that changes for old apps is that in the rare case of a collision the LST* will fail with a new error code, where previously the whole connect would have failed.

And, the problem is that a single command like list cannot be auto-locked.

Of course the lock must be kept for the rest of the remaining session.
But then you have the very same situation!
As long as the session of such a programm persists you cant have other connections doing usefull things.

Unless of course all these programs implement the new api.

Imho the best idea would be to turn away from numbers and use ids.

And how would this be implemented without breaking compatibility? Sure that programs dont expect lines to be numbered from 1 to n?
If they do then imo they're broken already and should be fixed :)
