You can use the xine-plugin for a VDR with full capabilities.

But you do not need a MPEG-decoder/output-device to record. To control VDR you 
can either compile it with DEBUG_OSD=1 to show OSD on a TTY (only if you 
start VDR from that TTY) or use the control-plugin to control VDR graphically 
by TTY or telnet.

To get Live-TV without need for OSD you can use the streamdev-plugin which can 
provide the MPEG-stream of a channel by http. It works best with xine but 
also with mplayer.
