Just download mp1e, extract it (you don't have to complie && install it) and 
set the path to it in the Makefile of the analogtv-plugin, e.g.:

INCLUDES += -I$(VDRDIR)/include -I$(DVBDIR)/include -I/dir/one/above_mp1e
