That's almost true. ITV1, Channel 4 and Channel 5 are encrypted, but they can be viewed by using a so-called "free-to-view" viewing card.

These used to be available to UK residents from the BBC via a one-off payment of about £20, stopped when the BBC went free-to-air, came back for a few months due to public pressure, but are currently unavailable (since 31st January 2004).

AFAIK, expired Sky Digital cards also allow you to view these channels.

This is probably what the original poster meant by "free-to-view". But the answer is the same - you can't view them with a DVB card.
