Raw PAL video is 166Mbps, you probably dont want to stream that. The 
only existing use for the EPIA mpeg decoder is imho displaying via 
softdevice, so thats out too.
With a little more processing power, you could transcode the live video 
stream into lower resolution and encode it back to mpeg1. (VideoLan can 
do such stuff.) That way the PII should be able to handle the video.
